The aircraft was a two-seat unequal-winged biplane of a mixed construction, designed for reconnaissance and surveillance. It was originally designed for sale for the German Army. The aircraft was tested in Schwerin in 1918 under the designation U.38, and was immediately put into serial production. In total, 250 aircrafts (reconnaissance and training aircrafts) were built. The Fokker C.I was clearly distinguishable by the fuel tank mounted on the chassis with a fairing attached to it, which according to the developer's statement provided an increase in lift.
